Delaware Compassion Center Applications Are Open

Delaware just released they will be choosing four applications to reward cannabis licenses.

On September 2nd, the Department of Health and Social Services issued an RFA to select four (4) applicants to provide services in the area of the Registration and Operation of Medical Marijuana Compassion Centers in Delaware. Medical marijuana legalization and decriminalization began in Delaware in 2011 and is currently operated through six compassion centers. As is common in northeast states, compassion centers are vertical operators which both grow and dispense medical marijuana.

Security section of the application

The security and safety measures response will be evaluated as part of the Safety, Security and Location Suitability, worth 20% of the final score. This request for applications is one of the first we have seen to openly give points for moving away from cash.

Safety, Security and Location Suitability (20 points out of 100):

  1. The suitability of the proposed location(s), including but not limited to compliance with any local zoning laws, distance from existing schools, and the geographic convenience to patients from throughout the state of Delaware to compassion centers if the applicant were approved;
  2. Sufficiency of applicant’s plans for safety, security and prevention of diversion including inventory controls and security devices employed;
  3. Proposed plan for safe and accurate packaging and labeling of medical marijuana, including all items listed in scope of services;
  4. Plan for safe and secure transportation of products
  5. Banking and credit/debit card agreements.

Security topics expected to be addressed

The total application (minus a couple specific documents) is limited to 50 pages, part of which is expected to address security and diversion prevention. Security topics in the RFA include:

  • Exterior of compassion center premises
  • Alarm System
  • Video Surveillance
  • Inventory Controls, including Storage
  • The proper use of security measures and controls that have been adopted
  • Specific procedural instructions for responding to an emergency, including robbery or violent incident
  • Records of alarm activations or breaches of security
  • Monitoring of Operations
  • Security inspections
  • Facility description and proposed security

Submissions are due by October 28, 2020. The thoroughness and quality of these sections could allow you to open your business – or prevent you from opening at all if you are unprepared.
